FAA Part 5 SMS Implementation Readiness Review
A fixed-scope safety management system review for Part 135 operators. The work identifies unfinished SMS tasks, current ownership, and the evidence required for implementation.
Initial service group: certificate holders with approximately 5–30 authorized aircraft. Certificate history, operating profile, and existing SMS work are confirmed before an engagement is accepted.
Regulatory note
The FAA lists May 28, 2027 as the implementation date for Part 135 operators certificated before May 28, 2024. Different dates apply to some applicants and later certificate holders. The operator’s record must be checked before any schedule is stated.

The statement of work identifies the records to be sampled and the people responsible for answering review questions. Intake closes when the agreed material has been received.

Limits of the engagement
Excluded services: FAA acceptance, certification, legal advice, operational decisions, incident response, and guarantees of compliance or safety. Required management duties remain with the operator.
Engagement process
- Scope confirmationConfirm the certificate holder, operating profile, current SMS work, document sample, and responsible contacts.
- Controlled intakeExecute the statement of work and NDA, then receive the agreed material through an approved channel.
- Technical reviewExamine the sample, record open questions, and identify ownership or evidence gaps.
- Findings meetingReview the register and implementation sequence with the operator’s responsible personnel.
Continuing support
The readiness review records work that may continue after implementation. A separate agreement would state the hours, aircraft and base coverage, response time, specialist review, and overage terms.

Working commercial assumption
US$3,500 per month for a defined service schedule. That figure remains a test assumption until buyer discussions and delivered work establish a support level.
Technical oversight
The offer, evidence sample, public claims, and delivery scope require written approval from a named Part 135 safety professional before paid work begins.
